A Blue Book is a file which is opened for every cargo vessel arriving at a port in the UK from a foreign destination. It contains details of the vessel, the crew, passengers, where the vessel arrived and details of the cargo. The book is an ongoing file and so became a record of all transactions, together with the relative documents, of the ship's stay in port up to and including the completion of discharge of all cargo for the port. After discharge of the cargo and inward clearing bill would be issued which demonstrated that all customs requirements relating to the cargo had been compiled with.
