It was long felt that there was a need for a publication dealing exclusively with the Merchant Navy. There has never been any shortage of books dealing with ships and the sea generally, with great liners, with types of ships, and with the Royal Navy, but very few, if any, have dealt with the entire Service from a Service point of view.
